PM Modi Inaugurates Seva Teerth and Kartavya Bhavan, Marking New Era of Governance
Prime Minister Narendra Modi inaugurated the newly developed Seva Teerth complex and Kartavya Bhavan-1 and 2 in New Delhi on Friday, marking a significant step in modernizing India’s administrative infrastructure. This inauguration reflects the government’s vision of creating a modern, efficient, and citizen-centric governance system as part of the broader redevelopment of the Central Vista area.
The newly named Seva Teerth complex will serve as the new Prime Minister’s Office and will also house the National Security Council Secretariat and the Cabinet Secretariat, which were previously located across different sites. This consolidation is expected to enhance administrative coordination and operational efficiency by bringing key functions together in a single, technologically advanced environment.
In addition to Seva Teerth, Kartavya Bhavan-1 and 2 have been developed to accommodate several important ministries, including Finance, Defence, Health and Family Welfare, Education, Law and Justice, Information and Broadcasting, Agriculture, and Tribal Affairs. These buildings feature digitally integrated offices, structured public interaction zones, and centralized reception facilities designed to improve service delivery and accessibility for citizens.
The inauguration also marks a historic transition, as the Union Cabinet held its final meeting at the iconic South Block, signaling the end of an era for the historic North and South Block buildings, which have been at the heart of India’s governance since independence. Designed by architects Herbert Baker and Edwin Lutyens, these structures were originally built during the British period and became symbolic centers of India’s administrative system after 1947.
Designed with sustainability and future readiness in mind, the new complexes adhere to 4-Star GRIHA standards and incorporate renewable energy systems, water conservation measures, advanced waste management solutions, and high-performance building envelopes. Comprehensive safety features, including smart access control systems, surveillance networks, and emergency response infrastructure, have also been implemented to ensure a secure and accessible working environment.
Officials have described the inauguration as a transformative milestone in India’s governance architecture. For decades, government offices operated from aging and fragmented infrastructure across multiple locations, which often led to challenges in coordination and inefficiencies. The new complexes aim to address these issues by providing integrated, modern, and future-ready facilities designed to support efficient administration.
With Seva Teerth and Kartavya Bhavan now operational, this shift represents a broader effort to redefine administrative spaces in alignment with contemporary governance needs while preserving the historical legacy of India’s iconic administrative landmarks.
