Biometric Aadhaar Authentication Mandatory for Subsidised LPG Refills from 1 October 2026
New Delhi: In a major move to tighten targeting of cooking gas subsidies, the Ministry of Petroleum and Natural Gas has made Biometric Aadhaar Authentication (BAA) mandatory for all domestic LPG consumers seeking refills at the regulated Retail Selling Price (RSP) with subsidy from 1 October 2026.
According to a Press Information Bureau release, about 27.43 crore active domestic consumers—roughly 89.9%—have already completed BAA and will not need to take any further action; their subsidised refills will continue as before. For the remaining households, we’ll enable booking of cylinders at subsidised rates only after successful authentication.
The government says linking each LPG connection to an Aadhaar-authenticated consumer will help ensure that subsidies reach only genuine and deserving households. It is expected to curb diversion of domestic cylinders for commercial and industrial use, eliminate duplicate and ineligible connections, and make subsidy delivery more transparent and targeted.
Consumers who have not yet completed BAA can do so through multiple convenient channels. Delivery personnel can carry out on-spot authentication during cylinder refill using oil marketing company (OMC) mobile applications. Alternatively, consumers can visit their LPG distributor’s showroom for biometric verification, or complete self e-KYC from home via OMC apps: IndianOil ONE for Indane, HelloBPCL for Bharatgas, and HP PAY for HP Gas.
The entire process is free of cost. Video guides are available on the PMUY portal, and a dedicated toll-free helpline (1800-2333-555) has been activated for assistance.
Officials clarified that non-authentication will not lead to disconnection of LPG connections. However, consumers who do not complete BAA, or who explicitly opt out, will be able to book only non-subsidised 5 kg or 10 kg cylinders at market prices.
For states like Haryana, where a large number of rural and semi-urban households rely on subsidised LPG under schemes such as PMUY, the move is expected to sharpen beneficiary identification while maintaining supply continuity for eligible families.
