Govt Strengthens Toll Compliance With Digital Highway Rules
In a significant effort to enhance transparency and efficiency in toll collection, the Government of India has amended the National Highways Fee Rules, 2026. The updated framework aims to strengthen compliance with toll regulations through a robust digital enforcement mechanism and a structured recovery system for unpaid user fees on national highways.
A key highlight of this amendment is the introduction of a technology-driven Electronic Notice (e-notice) system. Under this system, vehicle owners who fail to pay toll charges will receive detailed notices via SMS, email, mobile applications, and other electronic means. These notices will include essential information such as vehicle details, the date and location of passage, and the outstanding amount payable. Additionally, the notices will also be accessible through a designated online portal, ensuring greater transparency and accessibility.
The amendment also facilitates the integration of the National Electronic Toll Collection (NETC) system with the VAHAN database. This integration will allow for the seamless identification of vehicles and assist authorities in efficiently tracking and recovering unpaid dues. This move is expected to reduce toll evasion and improve compliance across the country’s expanding highway network.
To ensure fairness, the government has introduced a grievance redressal mechanism. Vehicle owners or drivers who receive an e-notice can submit their representation through the designated portal within 72 hours of its issuance. This provision aims to promptly address disputes and maintain accountability in the system.
Officials believe that this amendment will not only improve operational transparency but also enhance investor confidence in highway infrastructure projects.
