Antyodaya Utthan Melas at block level to connect people with self-employment: Khattar

Haryana Chief Minister Manohar Lal Khattar today said that under the Parivar Pehchan Patra scheme along with fostering entrepreneurial spirit among 1.5 lakh families having an income of less than Rs. 1 lakh, Antyodaya Gram Utthan Melas are being organized at the block level to connect people with self-employment as well as to benefit them from the welfare policies of the government. In the first phase, from November 29 to December 25 Good Governance Day, youths across the state would be given a chance to choose their profession at melas in 180 places.

The Chief Minister was addressing a press conference in Chandigarh today. He informed that the ambitious Mukhyamantri Antyodaya Utthan Yojana has been implemented to raise the standard of living of the last person standing in the queue, under this Antyodaya Gram Utthan Melas will be organized across the state from Monday. A special campaign was launched to identify the eligible families under Mukhyamantri Antyodaya Parivar Utthan Yojana. Out of 3.25 lakh families whose income is less than Rs 1 lakh, personal information of 1.5 lakh families was taken.

He said that according to the schedule issued in each district, eligible families would be selected for business and self-employment on a large scale in these Antyodaya Gram Utthan Melas, which would be held for two or three days. For this, the state has been divided into 272 zones and a nodal officer has been appointed in each zone. Apart from this, the duty of state level officers has also been imposed, in which social workers and public representatives have also been included. He said that in the Mukhyamantri Antyodaya Parivar Utthan Yojana, verified data from Parivar Pehchan Patra (PPP) has been obtained and on the basis of this, the state identified poor families. A package of other measures for education, skill development, wages, self-employment and employment generation has been made in this scheme. The target of the scheme is to make the family’s annual income at least Rs 1 lakh initially and Rs 1.80 lakh later.

State level task force and district level task force have been constituted for the implementation of this scheme in the state. As per directions given to all Deputy Commissioners of the state, Zonal Committees have been formed for the zones under the chairmanship of Municipal Commissioner. Besides, Sub-Divisional Magistrate, District Development and Panchayat Officer, Deputy Director, Animal Husbandry, District Social Welfare Officer, District Employment Officer, Block Development and Panchayat Officers. Officers and employees of Development and Panchayat, Urban Local Bodies, Haryana Skill Development Mission, Animal Husbandry and Dairy Development, Rural Development and Employment Department have been included in this work as well.

He added that during the Antyodaya Gram Utthan Melas, the zonal committee will get detailed information about various schemes related to self-employment, wages, skill development etc. under the respective departments and on the basis of interaction with each person, the committee will further give recommendations for ways to uplift of each family by ensuring that their annual income is raised to Rs 1.80 lakh per year.

Objective of Mukhyamantri Antyodaya Parivar Utthan Yojna

The Chief Minister said that the objective of this scheme is to financially strengthen the families standing in the last queue. He said that for this, 42 schemes have been identified which will help in increasing the income of such families. Preference will be given to Scheduled Caste, Backward Class, Women, and physically disabled persons in these schemes. He said that skills in computer, driving and embroidery stitching etc are also included in self-employment besides business in industrial and commercial sectors like agriculture, fisheries, animal husbandry and dairying. The Chief Minister said that efforts are being made to double the income of families with annual income of Rs 50,000 to Rs 1 lakh during the first phase of this campaign. Financial assistance will be taken from banks.

He said that the bank officials would complete the loan formalities during Antyodaya Gram Utthan Melas. The State Government will also assist the eligible person if collateral is required by the bank. Form submission desks will also be set up in these Melas.

In the second phase, the work will be finalized by providing the loans sanctioned in these Antyodaya Gram Utthan Melas during the month of January. He said that working with the spirit of service, the state government is committed to make concrete efforts towards doubling the annual income of the people of Haryana.

Principal Secretary, Social Justice and Empowerment Vineet Garg, Principal Secretary, Urban Local Bodies Arun Kumar Gupta, Additional Principal Secretary to Chief Minister, Dr. Amit Kumar Agrawal and Mission Director, Mukhyamantri Antyodaya Parivar Utthan Yojana Mandeep Singh Brar were also present on the occasion.
