Major Bureaucratic Reshuffle: Key Departments Get New Secretaries in Top-Level IAS Appointments

In a significant bureaucratic reshuffle, the Government of India has appointed new heads for several key departments. An official order issued by the Department of Personnel and Training (DoPT) on Friday confirmed that the Appointments Committee of the Cabinet (ACC) has approved the appointments and transfers of 18 senior IAS officers.

Arvind Shrivastava, a 1994-batch Karnataka cadre IAS officer currently serving as Additional Secretary in the Prime Minister’s Office (PMO), has been appointed as the new Secretary of the Department of Revenue under the Ministry of Finance. His appointment is part of the Centre’s ongoing efforts to strengthen administrative leadership in vital departments.

Vumlunmang Vualnam, the current Civil Aviation Secretary and a 1992-batch Manipur cadre officer, has been named Secretary of the Department of Expenditure in the Ministry of Finance. He will replace Manoj Govil, who has been appointed Secretary (Coordination) in the Cabinet Secretariat.

Another officer from the Manipur cadre, K. Moses Chalai, who is from the 1990 batch, will take over as Secretary of the Department of Public Enterprises within the Ministry of Finance. Chalai previously served as Secretary of the Inter-State Council Secretariat under the Ministry of Home Affairs.

Samir Kumar Sinha, a 1994-batch IAS officer who was previously Additional Secretary and Director General (Acquisition) in the Department of Defence, has been appointed as the new Civil Aviation Secretary.

In other important changes, Hari Ranjan Rao, a 1994-batch Madhya Pradesh cadre officer and Additional Secretary in the PMO, will assume the role of Secretary in the Department of Sports, Ministry of Youth Affairs and Sports, following the retirement of the current secretary on June 30.

Vivek Aggarwal, another 1994-batch Madhya Pradesh cadre officer currently serving as Additional Secretary in the Department of Revenue, has been named the new Secretary of the Ministry of Culture. Vandana Gurnani, a 1991-batch Karnataka cadre officer, is transitioning from her role as Secretary (Coordination) in the Cabinet Secretariat to become Secretary of the Ministry of Labour and Employment.

Additionally, Anurada Thakur, Nidhi Chhibber, Santosh Kumar Sarangi, and Meeta R. Lochan have been appointed to secretarial roles across vital ministries, including Economic Affairs, Food Processing Industries, New and Renewable Energy, and the National Commission for Backward Classes.

This reshuffle underscores the government’s intent to bring in experienced leadership to guide crucial departments ahead of important policy milestones.
