Haryana emerges as top state in energy efficiency in building sector

Haryana has emerged as the top state in energy efficiency in the building sector in India as per the State Energy Efficiency Index (SEEI), 2020, released by the BEE, Ministry of Power.
With a score of 22 against a possible sector total of 30, performance of Haryana has been appreciated in the prestigious annual report of the Bureau of Energy Efficiency, Ministry of Power, Govt. of India. Other good performers include Karnataka, Punjab, Maharashtra, Andhra Pradesh, and Rajasthan, Additional Chief Secretary (Power & NRE). Sh. P.K. Das, IAS, ACS NRE, Govt of Haryana said that consistent efforts made by HAREDA in coordination with BEE and concerned consumers have resulted in massive strides in energy savings in Haryana. Shri Manohar Lal, the Chief Minister, Haryana has emphasized energy conservation and energy efficiency across all sectors of power users in Haryana
State Energy Efficiency Index 2020 scores for Building sector.
In India, the buildings sector is the second-highest in Total Final Energy Consumption (TFEC) and is projected to grow by 45% up to 2027 from the 2017 baseline as per Dr. Hanif Qureshi, Director General, Renewable Energy department. The SEEI 2020 has defined 16 indicators to evaluate EE initiatives in this sector. These data pertain to Energy Conservation Building Code (ECBC 2017), mandatory energy audits of buildings, financial incentives for energy audits, construction/ retrofits, adoption of certified green buildings, institutional capacity to support ECBC 2017 implementation and EE in buildings was analyse by the BEE, GoI. More than 300 nos Green Certified building are located in Haryana. Dr Qureshi stated that the State Govt. initiative to replace conventional lights of Govt. Buildings with LED lights, energy audit, adoption of ECBC and various other schemes related to Energy Conservation are the main drivers for this performance.
The SEEI assesses the states in four categories of Aspirant with a score below 30 points, Contenders with a score between 30-50, Achievers with a score of 50-60 and the Front runners with above 60 points score. SEEI 2020 has assessed the performance of 36 states and Union territories in energy efficiency (EE) using 68 qualitative, quantitative, and outcome-based indicators aggregating to a maximum score of 100 across six sectors.
For peer comparison of states’ performance, states are grouped based on their Total Final Energy Consumption (TFEC) – Group 1 states are those with the highest TFEC and Group 4 states those with the lowest TFEC. During the release of SEEI 2019, Haryana was in Group 2 and had topped the SEEI 2019. Despite its shift from Group 2 to Group 1, due to increase in primary energy consumption, Haryana has performed well and has ranked 3rd after Karnataka and Rajasthan in the SEEI 2020.
