Sanjeev Kaushal is Haryana’s new Chief Secretary, Vijai Vardhan retires

Sanjeev Kaushal, a 1986 batch IAS officer, will be the new Chief Secretary of Haryana. He will succeed Vijai Vardan who retired on his superannuation today.

In the transfer and posting orders of two IAS officers issued today. The State government today appointed Kaushal, presently, Additional Chief Secretary to Government, Haryana and Financial Commissioner, Revenue & Disaster Management & Consolidation Departments as Chief Secretary to Government, Haryana, General Administration, Personnel, Training, Parliamentary Affairs, Vigilance, Administrative Reforms Departments and Secretary lncharge of Plan Coordination.

PK Das, Additional Chief Secretary to Government, Haryana, Power Department and New & Renewable Energy Department, who is second senior most IAS officer of the state now, has been posted as Additional Chief Secretary to Government, Haryana and Financial Commissioner, Revenue & Disaster Management and Consolidation Departments.

Das, too, is an IAS officer of 1986 batch like Kaushal.

The new Chief Secretary has the experience of working with two State Governments, Government of India (as Joint Secretary), two large Public Sector Undertakings (as Managing Director), the largest Municipal Corporation of Haryana (as the Chief Administrator of Faridabad Complex with the responsibilities of the Mayor & Commissioner both).

He has also worked as Assistant Collector (Training), Madurai (Tamil Nadu),1987-88 which equipped him with the understanding of the laws and hands on exposure to the procedures and practices followed in Tamil Nadu in the District, sharpening skills of oral and written Tamil.

Kaushal has also remained Sub Collector, Coimbatore (Tamil Nadu) 1988-90 and has inn-depth knowledge of the issues for the development of an Industrial City; handling labour and environmental issues; land acquisition for more than 120 cases, including inter alia, two large Industrial Estates, Medical and Engineering Colleges, etc; relocation of slums and vacating land for infrastructural development; issues of law & order, communal harmony; conduct of two elections as Returning Officer, etc.

He worked as Additional Deputy Commissioner, Faridabad, 1990-91 and Chief Administrator, Faridabad Complex Administration, Faridabad, 1991-93.

Besides this, he has remained on the posts of MD, Haryana Warehousing Corporation, DC, Yamunanagar, Additional Principal Secretary to CM from 1999 to 2001, and Principal Secretary to CM in 2014.

As additional Chief Secretary, he has held several important departments like Finance, Excise and Taxation and Agriculture besides Revenue and Disaster Management.

Kaushal is a strong believer in the potential of individuals and the power of teams, is a powerful generator and communicator of ideas, a quick learner with strong analytical and problem solving skills, possesses the ability to deliver results in the toughest of environment, has the capacity to capture the big picture in complicated situations, capability for managing large project and capability for synergising the potential of the politico – bureaucratic environment for enabling the growth of entrepreneurship and development.

The new Chief Secretary has proven leadership and managerial skills to motivate and coordinate diverse groups of professionals and large number of employees and good grasp of the intricacies of decision making at the highest echelons of the Government of India, State Governments and large Companies.
