PM Modi Arrives in Mauritius for State Visit, Key Agreements and Tax Treaty Talks on Agenda
Port Louis, March 11, 2025: Prime Minister Narendra Modi arrived in Mauritius on Tuesday, kicking off his highly anticipated two-day state visit to the island nation. Upon his arrival, he received a ceremonial welcome from Mauritius Prime Minister Navin Ramgoolam, symbolizing the strong ties between the two countries.
This visit, at the invitation of PM Ramgoolam, aims to strengthen bilateral relations through the signing of multiple agreements focused on enhancing cooperation in capacity building, trade facilitation, and combating cross-border financial crimes. PM Modi will also attend Mauritius’ National Day celebrations as the chief guest, highlighting the strategic partnership between the nations.
Key Discussions on DTAC and Investment Revival
Before PM Modi’s visit, Mauritius’ Foreign and Trade Minister Dhananjay Ramful emphasized the need to reconsider the Double Taxation Avoidance Convention (DTAC) with India. In an interview, Ramful noted that foreign direct investment (FDI) from Mauritius to India had significantly declined following the 2016 revision of the treaty.
“Amending the DTAC is still under discussion. Two issues need to be resolved. From what I’ve been informed, once these are sorted out, the protocol will be signed,” Ramful said, indicating that both nations are actively working to address the remaining points of contention.
Furthermore, Mauritius is seeking updates to the Comprehensive Economic Cooperation and Partnership Agreement (CECPA) to restore its status as a preferred investment conduit to India. These ongoing negotiations are expected to be a focal point during the bilateral discussions.

India and Mauritius share a long history of cultural and economic connections, with India being one of Mauritius’ largest trading partners. This visit is anticipated to reinforce these ties, paving the way for deeper collaboration across various sectors.
